Weight base need help

New install 1.5.6, I was using 1.4.9.3 before.
Same method and setting as 1.4.9.3 weight base shipping.
First photo is shopping cart: $9.9 total.

Then I checkout, system can show the shipping fee:

Then redirect to Paypal, the invoice do not have shipping fee:


Geo zone with all countries, payPal payments standard, weight base shipping.
What's wrong?

Found, need to setup order totals.
