First does anyone know how I can have it so only pre-orders can be processed , but not out of stock orders. I know I've asked before but thought I'd try again ???

And secondly when items are pre-order status , they shows in shopping cart with this message :

"Products marked with *** are not available in the desired quantity or not in stock! "

I would prefer that it says : " Products marked with *** are pre-order items , so please allow extra time for delivery"

or something along those lines. Worried customers might get confused and think they are not available. Most items in my store are pre-orders so don't want them to think they are all out of stock. Where would I change that text for that. ?

For your second question, the text is in catalog/language/yourlanguage/checkout/manual.php

Not certain what you are asking in the first question. I have all my sales authorize instead of charge so I can manually check orders and only charge those that have items available, so not sure if that is what you mean? Items out of stock I void the authorization and notify the customer it is sold out and their card was never charged. You can set these options in the payment modules like paypal standard and paypal pro which I use.

Running Opencart v3.0.3.9 with multi-stores and the default template from https://www.labeshops.com which has links to all my stores.

Thanks :). I have it set so that all items out of stock can still be processed, meaning Pre-order items too. I have certain items that are pre-order but if other items sell out I don't want them to be processed, only pre-order items. At the moment the setting is all or nothing.

Right, and I have it set this way too though mine aren't pre-order per se (I don't stock items, so manually check the manufacturers inventory and then process the order for those that are available, void the order for the few that aren't so it's sort of a pre-order) which is similar to what I think you are trying to do.
