flat rates different zone

Hello, for ITALY we offer free of charge shipment for order above 100 euro and a flat rate of 10 euro if below 100 euro

We are selling in European Union and we would like to create different rules:
- free of charge for order above 400 euro
- variable flat rate based on Zones*
* es zone 1 Austria, Francia, Germania ...
*es zone 2 UK, Spagna

Can you recomend any extension which allow us to do that?

You'd then need to use the built-in Free Shipping extension to set up your free shipping to appear above 400.00. If you'd rather have a single extension to do this, you could use Total-Based Shipping.
