Shipping flat rate shwon by default

How can I show the flate rate shipping by default under sub-total on the shopping cart without doing any estimate?

If you don't want to purchase an extension, you could use an Order Total (like the Handling Fee) and mark your products as "Requires Shipping: No". The Order Total would appear automatically, and you could collect a shipping address in the "Comments" section of checkout.

If you want to actually apply the shipping cost automatically, you could get Automatic Shipping.

I mean the shipping costs are not to change and are always $9.00. For order over $120.00 are free.

It's esay, I just want that people see shipping flat rate $9.00 in the shopping cart by default for sub-total under $120.00 and shipping flat rate $0.00 for subtotal over $120.00.

I also need that taxes TVA is shown under total;

Should I also buy the extension 'Checkout prices with tax' or are there an extension for both automatic shipping and prices with tax?
