in my shop i offer repair service to my customer ,,in this case customer should send to our shop the mobile for repair ..
i would like to offer in shipping section
1- customer send and hold it
2-customer send and our shop wil send it back

If you just need two different shipping options that you can rename through the admin panel, take a look at Multi Flat Rate Shipping. Or if you need further criteria for how you charge shipping (if the charges aren't just 0.00) then you could probably use Formula-Based Shipping.
I understood what you wanted to do...just wasn't thinking very clearly :-) You might be able to edit the language files and rename free shipping for the ship to shop and hold option. Then rename whichever shipping option you want to use for the ship and return option.
