I had setup a paypal payment in opencart, but i need to confirm a product availability 1st before customer make payment, and so i come out this proccess.
1) customer choose PRODUCTS on website
2) CHECKOUT without payment and notify admin
3) Admin Check stock availability and generate invoice in opencart
4) Admin send Email with INVOICE to the customer with Paypal PAY button (similar to paypal email request payment) FROM Opencart.
5) Customer check email and pay with Paypal.
How can i integrate the Paypal email payment in opencart?

Why not just send a link in your admin email that takes the customer to the item that comes available? Or, it could even fill their cart automatically and land them at checkout. That seems more logical than screwing with pay pal buttons. besides, if you send a PAY NOW button in email then you have 0 chance in collecting order details for your own records.
You could probably modify something like the COD or Money Order module. Just send them the paypal invoice after you get the order.
Only problem with this, is Avivci said, you probably will not get a lot to actually pay that way ...unless it is the norm for your specific market. I know by experience that those who choose a delayed payment method such a money orders will 9 times out of 10 change their minds before they actually mail the money order. Buying is often an impulse decision - give a customer a chance to change their mind, and they probably will. Exception might be a B2B setup.
The Paypal module will let you authorize a payment instead of immediately charging it which is what I do. Gives me a chance to decline an order if things are out of stock and the authorization auto expires after a period of time.

Running Opencart v3.0.3.9 with multi-stores and the default template from https://www.labeshops.com which has links to all my stores.
I thought the invoicing extension I just created was what you wanted but now that it is clear I am considering adding a feature that allows you to tie store products to invoices (where by creating real orders from the invoices).
