I have set up weight based shipping but my shipping company has a basic fee of $15 then a weight based fee ie $15 plus $1.25 per kilo so how do I set this up? Do I need an extension? Not sure how they work as I am new to Open Cart so any advice would be appreciated especially with anyone using Toll IPEC in Australia.
Use shipping extension Weight-Based Shipping and start your first rate as 1:16.25,2:17.50, etc...
or you could add a $15.00 handling fee in the order totals extension, and the add rates to the weight-based shipping extension 1:1.25,2:2.50, etc....

You can do it with the built-in Weight Based Shipping extension by using the method described by alhewitt, or if you don't want to type all the brackets, you could use my Weight-Based Shipping extension to set up a cost bracket like so:
From: 0, To: 99999, Charge: 1.25, Per (kg): 1
Final Cost Add: 15.00
It also offers the ability to restrict rates by currency, store, and customer group, and you can easily apply a rate to all areas not in a geo zone (so you don't have to create one for every country outside your own).

(kissfw, sorry to hijack your thread a bit, but hopefully if a solution can be found to my query below it will also answer your question above, regarding different rates for different postcodes.)

I have purchased your formula-based shipping module yesterday, but am finding that the postcode filtering is just not working.
For example (all postcodes in Australia are 4 digits):
Postcodes 4700-4701 are in the Rockhampton region of Queensland, Australia (shipping is $13.50 + $1.26/kg);
Postcode 4702 is in the Western Queensland region of Queensland, Australia (shipping is $19.80 + 2.51/kg);
Postcodes 4703-4709 are in the Central Cost region of Queensland, Australia (shipping is $13.50 + $1.91/kg).
(FYI, these postcodes and regions are provided by the courier company, so these are the ones I have to use.)
I've set up three separate rates, and got the actual rates displaying the correct amount, but the problem is that regardless of the postcode entered by the customer (within this range of postcodes), all three rates are being displayed to the customer. (I know if it were me and I lived in the Western Queensland region, I'd just select the lower Rockhampton shipping rate and hope no one notices - not a great situation for the vendor).
I've tried selecting sort order of 1 for all three rates, and this does mean that only one of the three rates is displayed (not necessarily the right one for the postcode of the customer. however!), but that's when the totals start getting mucked up due to the multi-rate function kicking in.
Can you recommend any tweaks that might set this ship (no pun intended) back on an even keel?

Hi Rohan -- I don't believe there's any bugs in the extension, so it sounds like you haven't entered the postcodes correctly.
