Language Editor

Is it possible in .7.7 to edit the language from the admin? if so could someone explain, pleeeease.

Only for the catalog for defined languages (see localisation menu to add one). The user interface is done via text files. Have a look at any of the language contributions to see the files that need to be provided and their content.
