There are several reasons for not cramming everything clickable into the top crossbar. You found one of them. Several of the drop-down menus stab so far down that the top and bottom cannot be seen at the same time, whether on everyone's screen or on anyone's screen. The reason for that is inability to click the top and scroll all the way to bottom and click there, worsened by screen aspect ratio.
If you "really-really" want everything up there (topside), then you may be able to get away with widening the dropdowns and adjusting their vertical fills (add column's worth of width, limit depth of entries), while bearing in mind the original problem as you work it out.
