UPS Shipping NOT WORKING right

I have a customer trying to order a product from Australia and no shipping rates are showing during the checkout process. Within Delivery Method it says Please select the preferred shipping method to use on this order. United Parcel Service and that's it. There are no shipping costs listed.

I have dimensions and weights in for the product. I have the UPS extension installed and enabled with UPS Ground, UPS Standard, UPS Second Day Air, UPS Worldwide Express and UPS Worldwide Express Plus all enabled. When I test any random Australia mailing address I only get "United Parcel Service" with no rates to choose from. I have tested a couple of Canadian addresses and they all work. So it seems to be a problem with Australian addresses.

I have visited 6 other opencart sites and have test their Estimate Shipping and Taxes option with an Australian address and the same thing happens. Does anyone else have this problem? Can it be fixed?????

I am using Opencart 1.5.4.1

Does anyone have any ideas as to why Australian addresses are not calculating shipping costs with the UPS extension.
Can anyone please help.
