I need TAX (VAT) added to my delivery fees

I just can't get to the bottom of this one. I have read conflicting info, and now I am willing to pay someone to help. We quite simply want to add VAT to shipping costs. We have VAT showing on the products (only in the cart, but not on the category or product pages). But we have quite a complex geo zone setup which works great with the shipping costs depending on location, but it just does not show the tax on shipping and this is essential. We can manually change the shipping to add the 20% VAT tax but then it won't show as VAT in the cart, and it needs to.

Can anyone help?
