Can OC be developed to add a more social aspect? By this I mean the ability to create blog pages, news and a more interactive ability in the website. I know OC is aimed at commerce but retailers need to be able to have interaction with the consumer.
Look at extensions. There are many blog add ons and other social extensions as well.
Running Opencart v3.0.3.9 with multi-stores and the default template from https://www.labeshops.com which has links to all my stores.
Yes, I've seen some of those and they vary in quality. I might be a little distracted by the functionality of wordpress as I'm new to OC but I do believe this is the sort of additional functionality people would love to see and implement.
