Checkout Not working 1.5.4.1

All

I need your help. When people try to checkout they get send back to the shopping cart page and not the checkout page.

I'm running 1.5.4.1

I tried reloading the files, same problem. I'm getting customers calling me saying they can't checkout.

do you have all the file permissions correct, and is it within all browsers or selected ones?

I can get to the checkout page and start the guest checkout process. Didn't try to go any further yet.

Yea it is working now but soon you will not be able to checkout. You keep getting sent back to the cart page.

Yes the permissions are correct. It happens on all browsers and my Android.
