How to apply VAT to members of Customer Groups (1.5.4.1)

Hello,
All of my sales are at 20% VAT. This works fine for standard customers. However, when a customer is set up in a Customer Group places an order Opencart applies no VAT to order total or payment total.

I have found notes about tax set up for Customer Groups in 1.5.3, but cannot find for 1.5.4.1

Any guidance please?
