!Help Showing unconfirmed address for Paypal payments

When making a payment from my website the transaction from the Open Cart package seems to be transferring the county details in the wrong order or format and subsequently the buyers payment shows as an unconfirmed address. In Open Cart the county is selected by drop down box and seems to be after the postcode details.

Is there any easy way around this or will I always be sending to unconfirmed address, even though they could very well be confirmed if the address was in the correct format?

After contacting Paypal they confirmed this is the reason I have also raised this at http://www.x.com Paypals support for developers
