I have UPS setup under the shipping extension with all of the correct information included. When I test the shopping cart checkout, both as a guest and registered user, I get to the to the 3rd section, hit continue and I get an error message which states twice, "Internal Server Error." When I set up USPS, (with UPS disabled), I got the same message. When I use flat rate or free shipping there isn't a problem moving forward. What am I doing wrong or am I missing.

I had the same problem, the solution is to install curl with php. your package manager may differ but on ubuntu:
should do it.
