How Do I Install or Create a hebrew Language Pack?

plssee see if you can help me with something I cannot understand.

1.to complete this:
Manual Method
Add this information to your readme. This explains how to manually add the new language to the system via the admin panel
1. Goto Admin->Configuration->Localisation->Language
2. Click on Insert
3. Enter the following:
Language Name: hebrew
Code: ?Flag
Image: ?.png
Directory: hebrew
Main Filename: hebrew.php
Sort Order: 2

2.And this from the admin:

Home :: Language
Language
SaveCancel
General
* Language Name: Hebrew
* Code: ?
* Locale: ?
* Image: ?.png
* Directory: Hebrew
* Filename: Hebrew
Status: Enabled
Sort Order: 2

3.I have to fix the encoding to Hebrew, pls direct me to the folder and file that I looking for.

4.how can i change the site to rtl (for hebrew)
