'add tax rate' button missing?

Hi,
I've read geozones for dummies and more but can't see what I'm missing

I'm following the list below...

Example. Create & Test a USA Tax GeoZone
1. In the admin menu, Goto Admin->Configuration->Localisation->Geo Zone
2. Click "Insert" to add a new GeoZone
Geo Zone Name: California Tax Zone
Geo Zone Description: California Tax Zone
3. Click the "Add Geo Zone" button
Country: United States
Zone: California
4. Save
5. In the admin menu, Goto Admin->Configuration->Localisation->Tax Class
6. Click "Insert" to add a new Tax Class
Tax Class Title: California Tax 9%
Tax Class Description: California Tax 9%
7. Click "Add Tax Rate"

But I don't have an 'Add Tax Rate' button. Any ideas?
There's 'Add Rule' but under that option 'Tax rate' is a dropdown about 5 pixels wide with no options and there's no mention of GeoZones.

Hi,
I've read directions given to other to set up a rate in system/localisation/tax rates

but that doesn't exist in my 1.5.1.3 version. Only system/local..../tax classes and there's no 'add tax rate' button within that.

please? anyone?

Hi,
for the record, someone posted a screen grab of what I should see as a drop down from settings/localisation and I didn't have the sub categories under 'taxes' at all.

quick reinstall double checking cookies and refreshing of css and I now have a subcategory allowing me to add tax rates.

Maybe this post will help someone else out.

Not sure now how to make this post 'closed'/'solved'

I am using 1.5.3.1 and I am also missing the add tax rate button. Is there a fix or a patch for this as I have no field to add the numeric tax rate amount. Thanks for any assistance.
