i have added costs for weight-based shipping and when user goes through checkout it all works fine, but the shipping cost is not added to the final cost. can anyone please help?

Well, that's the problem if people don;t mention the version !!!
Are you sure "Order Totals" is in > Extensions ?
I also looked into > Shipping and
> Extensions > Modules
Nowhere there is anything about "Order Totals" and I am testing the latest version 1.5.3.1 ??

In the Extensions drop down menu, you should have the following links by default:
Modules
Shipping
Payments
Order Totals
Product Feeds
As Johnathan mentioned, select "Order Totals", and in there you'll see the "Shipping" extension that needs to be activated.
