How to border product box on homepage and product page

I want to have a border around each of the product box on index page under latest products and on category page. i added style to home.tpl file (<td style="width: 25%;" class="border">) but border was added to all td's including those which do not have products. these empty td's showed only border around them. This problem occurred on "Firefox" but on "IE 7" border was fine and was showing on only those td's which were having products.

secondly how can i add a simple inquiry form(3 fields - name , comments, email) on right side column in the index page.
