I am noob to most of everything and I do not know where to start with the UPS Shipping API . Is there an easy way to install it, or at least a dumb-downed version?

in admin go to extensions > shipping > click on install

I have done this but UPS it does not track my discounted insurance. I got the access key but realized that it shows the UPS Shipping API is in test mode. Do you think that is what is causing it?

not really sure about that. i don't use ups. i would think it should use the same discounted rates as the actual shipping.
