I had my hosting company look into this error and after weeks of trying to sort it out this is what they said
"I believe I've worked out what the problem is with the PayPal payment method. I placed an order just now while watching the error logs for your website, and have found that PayPal's connection attempts to the server are being blocked by one of our security traps.
I've fixed this up now, and I've just received an email regarding the PayPal order I believe that the problem should be resolved."
I hope that helps some of you who have been tearing their hair out like me...

On the missing PayPal callbacks, I'm seeing this too. It is an odd situation. It's on a shop that is hosted on Canaca, a hosting company based in Toronto. But the missing callbacks are from quite specific countries. about 20% of purchases from France are affected, and about 40% of purchases from Germany are affected. All other countries are fine so far.
I'm not sure where the blame lies, Canaca or PayPal. At the moment the shopkeeper just gets the order ref from the PayPal email, and find the order and manually changes it's status, but he's not very happy about this process.
This is on OC 1.3.2 by the way.

A lot of PayPal modules have issues. Even the ones that are up-to-date or sophisticated.
In some cases it is because the customer does not return to the shop, in other cases it is not clear.
The PayPal module/site causes the most problems, that is for sure.
