The product item was $1.00, the shipping is $1.00 and then the tax was $0.08 for a total of $2.08. Then paypal added an additional $0.17 cents for its "tax" for a total of $2.25 instead of $2.08

I have my cart setup to charge 8.25% tax to people in California, but outside of CA will be 0%. That is working fine throughout the cart, but then when they go through checkout and get to Paypal, paypal adds an additional 8.25% tax, so they are getting charged for taxes twice.

do you have paypal setup to charge taxes? Make sure it is not setup to charge taxes in Profile>My Selling Tools>Selling Online
