Hi, I need an advice about my problem.
This is my question:
If I choose Shipping method A and the total order price to pay is more than 100 euro, shipping tax is zero.
If I choose Shipping method B and the total order price to pay is more than 250 euro, shipping tax is zero.
If the total order for A is less than 100 and total order for B is less than 250, shipping tax are what I've configured in shipping modules.
I'm undecided about the right extension to buy:
1-Shipping-Based Fee/Discount
2-Total-Based Shipping
3-something else

As I stated in the comments of Total-Based Fee/Discount:
It sounds like you're looking for Shipping-Based Fee/Discount. It currently doesn't support total-based brackets, but I'll be updating soon with that functionality. You should then be able to add a fee or discount based on the shipping cost, but note that this is NOT part of the tax system, so it will appear on its own line item (and you'd need to disable the tax rates in the shipping modules). For example, if you titled it "Shipping Tax", it would show up as:
Sub-Total: €25.00
Shipping: €10.00
Shipping Tax: €3.50
Tax: €2.50
Total: €41.00
You could also create it as a discount that only applies over 100 or 250 euros, so it would appear as:
Sub-Total: €125.00
Shipping: €10.00
Tax: €2.50
Shipping Tax Discount: -€2.50
Total: €135.00

1. Right now your rate is set to give a -5.00 discount, but then add a +5.00 base cost, and then make the minimum it charges 5.00.
2. The sort order needs to be something less than the "Total" order total to come before it.
