Purchasing of OpenCart extensions

Yesterday I tried to purchase a few extensions but instead of getting access to download the extensions - I got a full refund in paypal for all of them. I tried searching for any criteria that I may not meet but I could not find any. Is there a specific set of criteria that one need to match before purchasing additional extensions for OpenCart?

maybe because use the different paypal account than our personal information in opencart's member account ?
