right now I offer free shipping on my items (which I would like to keep)
I am adding some new items which are a bit more costly to ship. What I am trying to do is keep all my current items as free shipping (on orders of $x or more - current setting), but for the new items I would like to offer free shipping on orders of $Y
I figured the easiest way to do this is either by tax class or category, but i cant seem to figure out how to achieve this.

If you're looking to ship by category, Johnathan has an extension available here:
http://www.opencart.com/index.php?route ... on_id=2684

He also offers an advanced free shipping extension which may be of more use to you:
