Tax on Store Pick Up (w/ Out of State Billing Address)

Hi everyone,

I need help on configuring how to charge tax on store pick-up... We only charge tax on orders from IL but when someone orders something and uses STORE PICK UP but enters an out of state address they don't get charged with tax...

Is there any way to do this? Please help!
