I'm just wondering whether it's worth waiting for 0.8 to land to start working on the site, or whether the upgrade from 0.7x should be relatively painfree

The only major change in 0.8 is going to be the administrative section, everything else should be alright. The only concern I would have is the language files/and template files for the admin section, I would hold off on modifying those until 0.8 is dropped. But You could start working on customization for the catalog.
