Tax is based on the geographic zone of the shipping address or, in the absence of shipping, on the geographic zone of the shopping cart itself (see admin)

I downloaded the document, but not sure how to reach to the Tax Rate screen? as when I navigate through Admin--->Configuration--->Localization--->Tax Class, I do not see any option, where I can set the taxes.
I will appreciate if you could respond at your earliest convenience.
