Is there a shipping module suitable for my needs?

I've been looking at Qphorias "Zone Plus Shipping" module to use on one of my sites, but he's not got back to me on messages via his site or PM on here.

Does anyone use this? I want to know if I can do the following with it:

UK delivery is split into 7 zones:
Zone 1: Any UK address not covered by Zones 2-7
Zone 2: Set of Postcodes
Zone 3: Set of Postcodes
Zone 4: Belfast
Zone 5: Republic of Ireland
Zone 6: Isle of Man, Guernsey and Jersey
Zone 7: London

I need to be able to define shipping methods for each of the above zones.

Additionally, I need to be able to apply the following surcharges:
* Isle of Wight (per consignment)
* Scilly Isles (per consignment)
* London (congestion charge, per parcel)

For each of Zone 1-7, I need to be able to specify the max weight and size of the parcel. (0.2264 cubic metres and 31kg). The first parcel should be one price (e.g. £4.50), and subsequent ones another (e.g. £3.00).

It's important that only shipping methods for the customers zone are available.

I'll also need to define flat rate postage to a bunch of European countries.

Is this possible with that module, or any other out there? I need to sort this urgently, was hoping to hear from Qphoria about his module.

Zone plus can do most of this..
You can set up the geozones you need first
Zone plus have different costs based on max weight (not size tho).
For the "Bunch of European Countries" you can just setup another geozone with those countries and in zone plus set the rate to 9999999:5.00 for the flat rate

But the main thing is the filtering by country and or postcode which zone plus will do for you and prevent other geozones from seeing eachothers rates.

So I can filter by more than one criteria (e.g. postcode and county)? I think that'd work then.

Geozones by default split by country/zone already
On top of that with zone plus you can add one additional filter per geozone for postcode, city or street address

So you can create
Zone 2: UK/AllZones/Postcodes AB-CD
Zone 3: UK/Allzones/Postcodes EF-GH
Zone 4: UK/Belfast
Zone 5: UK/Ireland (Rep of)
Zone 6: UK/Isle of Man
Zone 7: UK/London
