We're having trouble trying to figure out how to configure shipping rates for different items, especially as it seems really silly to charge a lot of money for one item that will cost $4, for instance. We're using USPS and UPS. Also, OC 1.50. Here's my partner's question:
Would like to set different shipping rates for different items. The place to set the package parameters is on the actual shipper's module and the same shipping cost is then set for every item. Also, if we want particular items to have free shipping, how do we do that?
Is this possible? Are there any modules that will let us do this?

If your shipping rates for products fit into discrete categories, my Category-Based Shipping extension might work for your set-up. Otherwise, Product-Based Shipping should work.
An interim solution which might work for you for setting up basic individual product shipping costs is:
Using Weight-Based Shipping Plus, you can set the rate to charge $0.01 per 0.01 of your weight unit, then set the product weight to the individual shipping cost. For example, if you wanted to charge $4.00 for an item, you would set its weight to 4.00.

how do you get around to offer customer say:
first item (most expensive freight) full rate
and
any item of any other product half shipping rate (or in percentage shipping discount say 50%, 40% ...so on)?
currently, the extension is offerring discount shipping rate for SAME PRODUCT!

The Multi Rate Calculation for calculating the combination of multiple rates is currently limited to Average, Highest, Lowest, or Sum. To set up a complex combination like you're suggesting, you'd currently need to create a rate for each combination of products. Obviously, this would take some time if you have a lot of products. I'll put the idea of discounted shipping on my list of features to add in the future.
