How to enable Flat Rate Boxes

Hi,

Here is the problem, I enable Small Flat Rate Box Shipping in Opencart 1.5.. I do not see the flat rate box option during checkout, the product is 9 oz and the demensions are smaller than the flat rate USPS Box?

What am I doing wrong???
