Hi,
I am currently using opencart 1.2.8 and I have created one template for myself.
I upload the template to ../catalog/view/theme/ folder. However, when I make the change at admin setting, the new template seem like not working.
Anyone face this issues before ?
Or anyone there have any solution ?

I think you dont build the templates as the OC wants it to be!
Try instead of building your own, download a excisting one and edit that one instead!
i did that and that works fine!

i even made my own meny!
i programed the classes a litle bit and added som css classes and wolla! my new meny!
work exatcly how i want. Not div based, table based navigation!
i hope you like my design!

I wouldn't brag about changing the navigation from divs to tables - this is going backwards in web design.
Tables aren't made for layout, they are made for data - you should be trying to design your layouts using CSS and semantic markup - not tables.

But i spend like 3 days on the divs then i gave up and did it in tables instead!
i dont like the way the css i build because all the attributes is deepending on eatch other if i change one thing in the box class all the boxes change i would like the meny to be separate next time. it will be much easier for the users!
