404 FORBIDDEN - ERROR Accessing the install/index.php

I recently uploaded opencart 1.2.9 files to my site, and tried installing opencart 1.2.9

But i was getting a error of PHP MAGIC Quotes GPC =ON

Now i have chnaged it to be : Magic Quotes GPC=off
But still i can not go further in my installaion, whn i click on the "continue" from the pre installation page, i get a 404 Forbidden error message as:
Forbidden
You don't have permission to access /seacart/install/index.php on this server.
Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.

KINDLY ADVICE N GUIDE ME

I think there might be a file missing.
