I searched it but couldn't find anything that can serve my purpose.
In the product admin page, in the special tab we need to add quantity as well.
My thinking is that when the retailer bought 20 items with a special price, then can resell only those 20 items with a special price. When those items are sold the price will go back to normal.
Any thoughts? Any future plans on adding this?

Very tricky to do LIFO stock movement on OpenCart
Most people would use FIFO i.e. oldest stock get's sold first.
Others will average the stock over the total amount and bring the selling price down as a percentage of the average.

I don't know of any core feature or extension that will expire a special price based upon quantity sold, as your requirement indicates. What you could do, though, is create a copy of your product, price it at the special price, limit its inventory to 20 pieces, and mark it as a featured product. You can even put a highlighted link in the regular product's description page to advertise the limited sale. When the twenty pieces are sold, nobody can purchase them at the special price and you can then disable the special product and take the link out of the regularly priced product.
It's not a solution, but it is a decent workaround.
