you need to set the sort order of the total to the highest number.

Well, the way it works now leaves room for mistakes and this order rule (total is last) is not specified.
I think the 'total' must be not editable and calculated always after the other totals are processed.
I personally don't think there is one store that has the total inactive or needs to order it.
So my advice is remove it from editing list and process it hard code after all other editable totals have been processed. This will end any issue with the totals in the future.
