How can I put flat rate shipping option for:
flat rate shipping for East Coast = x amount
flat rate shipping for West Coast = x amount
flat rate shipping for East Coast = x amount
flat rate shipping for West Coast = x amount

1. Create two Geo Zones, one that includes the western states, and one that includes the eastern states.
2. Use Weight-Based Shipping to set two single high rates for each of the Geo Zones. (For example, 999999:10.00 and 999999:7.00)

The default shipping methods are only restrict-able by geo zone, so it would give both options to the customers. You can use my Restrict Shipping Methods by Product extension to have different shipping methods appear based on the products in the cart.
