checkout_email.tpl variables?

Where does checkout_email.tpl  get its variables? In another post I need to edit $payment_address variable so the address is rearranged.

I still need help on this! This seems to be hard to find! I thought it was in checkout_confirm.php, but I can't find it. It should have varibles and combinded into a variable.

company address postcode city state country

I need postcode or zip, whatever you want to call it; between the state and country.

Please point me in the right direction to change this up!
