UPS Error Not a Valid State Error

Ok.clean install on version 1.5.1.2 when going through the checkout with U.P.S it shows 111286: Fl is not a valid state for the specified shipment.

I have tried it with setting the state as fl and FL and even uninstalled and reinstalled the U.P.S. module and it still does it.
Thanks in advance for any help..

What other settings do you have? what if you try another state?

it shows the same error even trying it with a different state.

What about what you have set on the back end? Perhaps you have FL but have the wrong country?

on the settings for the module it is set to US
