Anyone has any idea if someone developed a payment module for NETS singapore. The payment gateway is quite popular here. I wonder someone developed it already. If not how can I create a module for it?

You guys have a classic good news / bad news situation.
The bad news: Even though NETS payments to China are now available, you still have the limitation that NETS is still mostly limited to Singaporean merchants. As such, NETS can only serve Singapore stores. That means that you won't get interest in a NETS extension from any OpenCart store operator outside Singapore.
The good news: On the technical side, NETS have published the eNETS UMAPI manual, which describes how to implement either their JAVA API or their .NET API. Perhaps one of the experts in payment extension development here can be persuaded to look at this document and provide a price quote for how much such an extension could be done for.
The bad news: You must be enrolled in a NETS Professional or Platinum package to avail your store of the NETS API. The Professional package has an enrollment fee of S$1,200 and an annual maintenance fee from S$800 upwards, which in my opinion is exorbitant. This is on top of a credit card discount rate of 4% and a debit card discount rate of 3.5% (minimum S$1.50). Yikes! Is your OpenCart store's volume and profitability so great that you can afford this overhead?
