My best suggestion would be to manually code the shipping options for one or the other. Probably the easiest would be the site you offer free shipping on.

I haven't tried to do it so don't have actual coding suggestions, but couldn't you modify the cart pages on that store to only display the one option and not pull the settings in???

Running Opencart v3.0.3.9 with multi-stores and the default template from https://www.labeshops.com which has links to all my stores.

no i dont think thats gona work, it doesnt have an id or anythin to hide it with, the whole checkoutpage is done in javascript(which is stupid because poeple that have java off on their browsers cant checkout huge design flaw here)

But there is code in the template that calls the shipping method for checkout. Why not remove the section that calls those options and replace it with simple, formated text along the lines of "FREE Shipping" so it skips that part of the code???

I am actually planning to do something similar for the payment methods as there are a few sites I cannot accept Paypal on for example, so I'm going to manually code the choices the customer can make instead of allowing them to be auto pulled from the settings. Haven't worked on that part yet but I don't see why it wouldn't work with some trial and error of course.
