PayPal only verified can buy

How can i make that only verified paypal members can pay? cause non verified stills from me all the time..they downloads the goods and then says that they was hacked and so on so stupid paypal returns the money to them...

here is the api https://cms.paypal.com/us/cgi-bin/?cmd= ... 85TMB00UE9 and it says that you can check by getting variable PAYERSTATUS it will return verified or unverified
