I would like to set up free shipping in the US only and weight based shipping for all other zones. I would like to do this without creating a zone for every country. How would I accomplish this, please?

Set up Free Shipping and set the Geo Zone to US only, then use my mod for weight-based shipping that has an All Zones function:

I just noticed an issue. There are places that are considered the US, but will not be receiving free shipping. ex. Alaska, Hawaii, Samoa, the arm forces locations, and a few others. Do I need to set up a geozone for all those I do not wish to receive free shipping and and add them into the weight based shipping?
