1.5.1.1 Handling Fee

Is there a way to set this as a percentage of the sub-total? The MOD that is out right now only works for 1.4.9.x so I was hoping maybe there was one for 1.5.1.1.

I made four posts in the comments section about upgrading the Royal Mail handling extension to work in 1.5.1.1 yesterday - but someone deleted them... and I haven't got a copy of what I posted, so i'll have to leave it to the original author to fix.
