If you just want to disable the use of the coupons and vouchers you can just disable each of them in the coupons or vouchers list. Could be tedious with a lot of them.

looks like if i want to remove it from the checkout, it has to be done manually thru the templates

If you are removing them ALL temporarily, you could just mark them "disabled" in the admin and they won't show up at checkout.
