When I check out in OC 1.4.9.1, I get the following for a shipment of $5.20 via Priority Mail:

Well you have 1.4.9.1.. certainly you can see 1.4.9.5 is the latest which includes the USPS fix
You can grab all 5 of the usps files from the latest version and copy them into your version if you don't want to do a full upgrade.
