Payment method not showing up during checkout

I set up my store using OpenCart and have upgraded to 1.4.9.4. The site is at www.gellite.com/store I am using the ModernStore theme but I was told about the issue before I installed the theme so I don't think that is the problem.

The issue that I am running into is people getting to the checkout and not getting a payment method. I have paypal standard set up as the only option. I have tested using multiple computers, multiple browsers, and even mac vs pc and I have never been able get the issue. The first times that people were telling me this I just assumed it was someone that missed the selection button, but the most recent one was a tech support person for amazon, so I am believing that it is an actual issue. At this point, if we could just bypass the payment selection option screen as I am only planning on using paypal anyway if that would help.

Any thoughts or recommendations on how to trouble shoot this, or what would be causing it?

Ive had my 2nd complaint today with the payment options not showing up.

Yesterday i changed the "paypal" to "PayPal (Credit Card Payments & Paypal Transfers)" in catalog/language/english/payment/pp_standard.php

I heard the complaint for the first time yersterday and i have one again today.

The customer was using google chrome and internet explorer. I logged in as the customer(login/pass)and the payment options should up. After which i informed the customer to login again and check. Then, it worked for them.

Any reason as to why it wasnt showing up?

I also installed a vqmod for coupon code in payment options yesterday. I have taken that out. So, lets see if that was causing the problem.
