Free Shipping, but....

The current Free Shipping module in 1.4.9.x only checks the total of the cart, it does not take in concidering if the product has a Special Price.

I offer Free Shipping above 35.00 some products have a Special Price atm. that takes them below that 35.00 and thus is the Free Shipping disabled.
I also have products that have prices as low as 1.00 and they have Free Shipping as well.

I'm looking for something that combines a Weight and Price based Free Shipping, or an adjustment so the Free Shipping "sees" the original product price.

Is there a module that offers this?

Your request seems illogical. Free shipping is based on the Cart total
If you are selling something that is $50 normally and freeshipping is at $50, but it is on sale for $49, then that is a sales method to get people to buy more to get free shipping. You aren't supposed to drop to their level.

Zone Plus may or may not help in this case but still the concept is b0rked IMO.

I have a new Free and Flat shipping version coming in 1.4.9.5 and soon to 1.5.x that will enhanced free and flat shipping as discussed here:

I am also working on an Enhanced Free Shipping mod to add the ability to do price and weight combinations which will only work with the new updated version of the free shipping mod. So be sure to get the attached version on that link above as a baseline. Then you can use the weight for proper control if you want to do this.

Would be great if free shipping could be based on zone too, for example free shipping to conus only

You could think that: Most of my products I have to send in a box, therefore the 35.00 is the turning-point for free shipping.
BUT: I have some products that can be send in an envelope and these products have also Free Shipping, the problem is they cost about 1.00 to 20.00 max.

I now use the Weight Based Shipping and fool around with the weight, but there could be a better way of doing this I think.
