Assign a sales rep to an order/customer

Is there anyway to assign a sales rep to an order/customer before, during and after a sales takes place? Can this be done for phone orders (offline) as well?

no and no. you would have to have a custom module built to handle this. Actually in the current version there is no "easy" way to take phone orders.
