Fragmented Buttons Everywhere?

Just curious to understand how I can change the design of the buttons and why they are fragmented into pieces...?

I found 4 image files corresponding to one button? Why and how would I be able to work the design?

How should I work them? The problem is it seems the same two image files are being used for both a small button and large one...
